GOP plots 2013 strategy on health care repeal

WASHINGTON (AP) - Turned away at the Supreme Court, congressional Republicans sketched a strategy Friday to repeal the nation's health care law in 2013 that requires a sweeping election victory carrying Mitt Romney to the presidency and the party at least to narrow control of the Senate.

Romney sought to turn the court's decision upholding the two-year-old law into a campaign battle cry, saying the 5-4 ruling had injected "greater urgency" into his challenge to President Barack Obama. "I think many people assumed that the Supreme Court would do the work that was necessary in repealing Obamacare," he said, adding that the justices "did not get that job done."

Several Republicans seized on a portion of Chief Justice John Roberts' majority opinion that said the centerpiece of the law, a requirement to purchase insurance, was constitutional because it is based on Congress' power to impose a tax. "Those who will end up paying the heaviest burden for not buying government-mandated insurance won't be the wealthiest Americans, but the very middle class families the president claims to defend," said Senate Republican leader Mitch McConnell of Kentucky.

The White House said that was an argument it was happy to have. Presidential press secretary Jay Carney said Obama has signed legislation cutting middle class taxes repeatedly, that Republicans want to extend existing income tax cuts for the wealthy and then add "another $5 trillion...that would disproportionately benefit" the same group.

At the same time, the administration announced the latest in a series to steps to implement a law that already has curbed insurance company abuses and cut costs for seniors with high prescription drug costs. Officials said another round of financing was available for states to set up health insurance exchanges, the one-stop markets for consumers scheduled to open in 2014.

Polls find Obama and Romney in a close race four months before the election, with the economy the nation's overriding issue. The battle for control of the Senate is also uncertain, and one day after the court's ruling, the principal fallout was political.

Romney, Obama and congressional candidates in both parties raised campaign money from the ruling, in which Roberts unexpectedly joined four more liberal justices to uphold the law's core component - a requirement that nearly all Americans purchase health insurance beginning in 2014.

The Republican-controlled House is planning to vote in a little more than a week to repeal the law. But that is a symbolic vote, designed to show faith with opponents of what the GOP scornfully calls "Obamacare." Party officials also hope to force some Democrats into a difficult vote on legislation that has never been popular with the public. The repeal measure is doomed in the Senate, where Democrats hold a majority.

Recognizing as much, Republicans were turning their attention to 2013 as their next realistic opportunity to erase legislation that they say gives government control of health at the same time it raises taxes, cuts Medicare and swells deficits.

"One thing is clear: we need the majority in the Senate," Senate Republican Leader Mitch McConnell of Kentucky wrote in a fundraising email to supporters. "Every path to repeal depends on it."

A 60-vote majority is normally required to overcome adamant opposition to legislation in the Senate, but under limited circumstances, a mere majority can suffice. Democrats took advantage of that when they pushed the health care law to passage in 2010 when they controlled 59 seats. Sen. Jon Kyl, R-Ariz., told reporters, "I think with a ... majority in the Senate, Republicans could do the same things."

The GOP currently has 47 seats in the 100-member Senate, and needs to gain three for effective control if Romney wins the presidential election. Any repeal scenario also assumes the Republicans maintain their House majority in the fall.

A little more than 24 hours after the ruling, Obama, Romney and congressional leaders quickly adjusted.

One effect of the decision was to make Romney's election essential for tea party-aligned voters who fought his nomination in winter and spring but now need him in the White House if there is to be any real hope of repeal.

In a fundraising pitch, the Tea Party Patriots addressed both Romney and House Speaker John Boehner, R-Ohio., asserting "the American people are putting you on notice. We will not rest until this law is overturned."

The court's decision also injected the health care issue into congressional races.

Crossroads GPS, an independent group aligned with Republicans, introduced an ad in North Dakota noting that Democratic senatorial candidate Heidi Heitkamp "endorsed Obamacare." The commercial says the law raises taxes, cuts Medicare and gives federal bureaucrats "the power to restrict seniors' care." It encourages viewers to lobby her to swing behind the repeal effort.

Heitkamp's opponent, Republican Rep. Rick Berg, favors repealing the legislation. A spokesman said he supports "the concepts" behind provisions to guarantee coverage for pre-existing conditions, reduce prescription drug expenses for seniors and raise federal payments in North Dakota and other rural states for doctors and other Medicare health care providers, "but not as part of a $1.7 billion government takeover."

The spokesman, Chris Pack, said he didn't have any information on how those features could be left in place between the time the current law was repealed and a new one was enacted.

It's a question Democrats raised repeatedly in recent days as they tried to position themselves politically for an anticipated defeat at the Supreme Court that didn't come.

Republican candidates ran on a slogan of "'repeal and replace" in 2010, when they won control of the House and gained seats in the Senate. But they have yet to outline details for replacement legislation, and even before the court's ruling, GOP officials said they had no plans to do so until after the election or perhaps 2013. Nor has Romney detailed what he would like to see included in a substitute law.

Neil Harbisson can only see shades of grey. So his prosthetic eyepiece, which he calls an ?eyeborg?, interprets the colours for him and translates them into sound. Harbisson?s art sounds like a kind of inverse synaesthesia. But where synaesthetes experience numbers or letters as colours or even ?taste? words, for example, Harbisson?s art is down to a precise transposition of colour into sound frequencies. As a result, he is able to create facial portraits purely out of sound, and he can tell you that the colour of Mozart?s music is mostly yellow. Liz Else caught up with him at the TEDGlobal conference.

When did you realise you were colour blind?
When I was a kid they noticed that I had a big problem with colour blindness. They thought it was the normal red-green type, but it wasn't. Eventually, when I was 11 years old, they diagnosed me with achromatopsia, which means I can only see shades of grey. About one in 33,000 people have this type of colour blindness.

What is the gadget you are wearing?
It's a sensor that lets me ?see? colours.

How does it work?
Colour is basically hue, saturation, and light. Right now, I can see light in shades of grey, but I can?t see its saturation or hue. This gadget detects the light?s hue, and converts the light into a sound frequency that I can hear as a note [wavelength is inversely proportional to frequency so it can easily convert the wavelength of the light into a sound frequency].
It also translates the saturation of the colour into volume. So if it?s a vivid red I will hear it more loudly.

All the translation happens in a chip on the back of my neck - it's all held by pressure onto the bone. It stays there all the time when I go to bed. In September I'm having it osteointegrated - which means that part of the device will be put inside my bone in a hospital in Barcelona and then the sound will resonate much better then. It took a year to convince them that it was ethical and part of me.

How long did it take you to learn how to use it?
About five weeks but it was five weeks of 24/7. After five weeks my headaches went away and it became automatic. That was in 2004. Now it feels normal.

What is it like? Your world must look very different.
It?s like an extra sense, a seventh sense. It?s not synaesthesia. Synaesthetes see colour. I never do. I hear it through bone and see beyond the normal.

Can you go beyond the normal range of the 300 or so visible hues?
I can do infrared spectrum - I see colour that is invisible, like some of the animals that see at night. And also ultraviolet. The thing about UV is that it?s good to detect it because it damages the skin and I can detect it. I can build a picture that no one else sees.

Tell me about your art
I create sound from colours. Suppose I look at a dark plum. I see it as a light frequency and this frequency corresponds to a note. And the eyeborg, as I call it, lets me hear that note - anywhere between E and F in microtones. That makes it easy to see the dominant colour.

And I can create art from sounds by transposing sound into notes and therefore into colour. This a physical relationship between sound and colour, it?s neither arbitrary nor is it synesthesia.

So, what is the colour of Mozart?
Yellow. So is Bach. But Beethoven is more purple and blue. Vivaldi's The Four seasons is interesting - spring is very colourful, winter starts very blue, and summer is yellow...autumn is colourful too. Rachmaninov is red and blue, Cage is black and white!

You create portraits too - how?
I create portraits live by pointing at the different skin tone hues on the different parts of the face, so I can create the chord of a face. I call them sound portraits but I'm thinking of calling them sonochromatic portraits.

I also did the opposite, creating colour portraits from voices. I did Martin Luther King and Hitler in colour from their speeches and showed them to people and asked them to guess which was which.

What happened?
People got them wrong! The very colourful one was Hitler because his speech was colourful and used many tones. Martin Luther King was more one tone and ended up being very purple and blue.

Do some people "look/sound" good? And do others "look/sound" the same"
It depends on the colour. Prince Charles and Nicole Kidman both sounded good. It?s to do with their faces having the same colours on some part of the faces.

What's the potential for future applications?
For my art, I can upgrade the chips to see into the mid and far infrared for example.
For the rest of the world, there are all sorts of possibilities. You could get kids to eat more vegetables, for example, by assembling food according to your choice of a song. So you'd take the notes and turn them into colours and then arrange the food accordingly. And we could even have a restaurant where you could ask to eat a salad made up of colours from, say, the song Imagine. I have no idea how that would turn out!

Here at TED they called you a sonochromatic artist cyborg. What on earth is that?
They refer to me as a cyborg because the cybernetic device I wear is part of my body. It really simplifies things. Sonochronmatic means the art that I do is related to sound and colour. Sonochromatic is a term I created because I didn't want this to be confused with synesthesia.

But I don't usually introduce myself like this!

Authentic Vegetarian Recipes | Indian Traditional Food | Step-by ...

Last week, Tibits , a vegetarian restaurant invited me and Nayna Kanabar a blogger friend?from?Simply foods?(who like me - also writes for the city connect website),?for a meal at their restaurant. This restaurant is centrally located in a really cool part of London, just a short walk from the Oxford Circus Tube Station.? The Tibits chain of restaurants is the brainchild of three Swiss brothers, Reto, Christian, and Daniel Frei. In 1998 these three brothers took part in Venture, a business plan competition organized? by the Swiss Federal Institute of Technology (ETH) and professional services company McKinsey (www.venture.ch).? Their business plan impressed the jury and the concept won two awards. Rolf & Marielle Hiltl, owners of the?Hiltl?Restaurant, heard about the project in the media and contacted the Frei brothers. Together, they founded a company and developed the concept further.

Tibits is a fast food restaurant with a difference. It?s a place which allows you to choose your food at your pace and allows you relax and enjoy it at your pace too. ?It?s self service restaurant where all the food is laid out in an oval shaped food boat. ?The oval shape allows you to move easily around it to pick and choose your dishes.


It's also one of those restaurants you can go for a casual meal but could also?take your business clients if you wish. For their London location, reservations are not necessary. ?I would say that the price of their food and drinks was also reasonable considering the location. (Before?visiting?the restaurant, I suggest you check their website for their location, menu and price list).


Once you have selected your food, you take your plate to the bar where it is weighed. You are only charged by the weight of the food rather than the?portions so you can take small amounts of ?everything you wish to try out from the food boat.? ?

At the bar you can choose a selection of their freshly squeezed juices, cocktails, wines and beers.?

Their menu is very seasonal and all the ingredients, apart from their exotic fruits and vegetables are sourced locally. Nayna and I made several trips to the food boat and sampled most of their fresh salads and snacks. ?The salad with baby tomatoes and tofu was ?devine. The taste of apple and date chutney was just like the one my mum used to make. I tried several snacks but the one I liked the most was the jalepeno peppers stuffed with sour cream.

I tried their delicious Mexicano drink which was made with freshly?squeezed orange and carrot juice. As a keen juicer myself, I could taste tell that the juice was freshly made.

We finished the meal with a selection of desserts - tiramisu and Cheesecake. My favourite was the?passion fruit?cheesecake.?





The staff were very friendly and helpful and at the same time left you to relax and take your time over the meal. It was a pleasure to see how enthusiastic they were about some of their dishes. ?


The?restaurant was clean and laid out with plenty of space in between tables.?The restaurant was busy but I didn't feel as though it was over crowded.?The food was constantly being replaced and the food area was kept clean and tidy. ?They had a selection of seating and I was pleased to see that some chairs were of quite a?good?height to enable disabled people to sit comfortably. I also noticed that it had its entrance enabled wheelchairs to enter the restaurant and it had a lift to enable disabled people to go downstairs if they wished to use the toilets. They also had a small play area for children which I am sure parents must appreciate when dining with their children.


Nayna and I had a good time catching up and also discussing the various items on the menu. We both liked the variety on the menu and I will certainly be eating here again. Do checkout their website for more information.?




As we left Tibits, we picked up some recipe cards which I think is a nice touch. ?I tried out their recipe for Linguine Pasta with courgettes and orange sauce (with a slight variation) and it turned out great.?

U.S. judge issues injunction on Samsung Galaxy Tab sales

SAN FRANCISCO (Reuters) - A U.S. judge on Tuesday granted Apple Inc's bid to stop Samsung Electronics from selling its Galaxy Tab 10.1 tablet in the United States, giving the iPhone maker a significant win in the global smartphone and tablet patent wars.

Samsung's Galaxy tablets, powered by Google's Android operating system, are considered by many industry experts to be the main rival to the market-leading iPad.

The ruling also comes as Samsung, a distant second to Apple in the tablet market, faces growing competition from rivals, with Microsoft and Google preparing their own tablets.

U.S. District Judge Lucy Koh in San Jose, California, had previously denied Apple's bid for an injunction on the tablet and multiple Galaxy smartphones. However, a federal appeals court instructed Koh to reconsider Apple's request on the tablet.

"Although Samsung has a right to compete, it does not have a right to compete unfairly, by flooding the market with infringing products," Koh wrote on Tuesday, directing that her order become effective once Apple posts a $2.6 million bond to protect against damages suffered by Samsung if the injunction is later found to have been wrong.

"The relief being given to Apple here is extraordinary. Preliminary injunctions are rarely asked for and rarely granted," said Colleen Chien, a professor at Santa Clara Law in Silicon Valley.

"That this was a design patent and copying was alleged distinguish this case from plain vanilla utility patent cases. Cases involving these kinds of patents are based more on a counterfeiting theory than a competition theory, so I don't expect this case to have ramifications for all smartphone disputes, but rather those involving design patents and the kind of product resemblance we had here."

Apple has waged an international patent war since 2010 as part of its attempt to limit the growth of Google's Android system, the world's best-selling mobile operating platform. A decisive injunction in one of the U.S. legal cases could strengthen Apple's hand in negotiating cross-licensing deals, where companies agree to let each other use their patented technologies.

Opponents of Apple, meanwhile, say the iPhone and iPad maker is using patents too aggressively in its bid to stamp out competition.

The injunction against Samsung comes less than a week after Apple suffered a serious setback when a federal judge in Chicago dismissed its patent claims against Google's Motorola Mobility unit. Judge Richard Posner ruled that an injunction barring the sale of Motorola smartphones would harm consumers.

LIKELY APPEAL

Samsung will likely seek to appeal Koh's ruling to a federal appeals court in Washington, DC, which has exclusive jurisdiction over intellectual property disputes.

"Apple sought a preliminary injunction of Samsung's Galaxy Tab 10.1, based on a single design patent that addressed just one aspect of the product's overall design," Samsung said in a statement. "Should Apple continue to make legal claims based on such a generic design patent, design innovation and progress in the industry could be restricted."

Apple spokeswoman Kristin Huguet reiterated a prior statement from the company, saying Samsung's "blatant copying" is wrong.

Apple sold 13.6 million iPads in January-March to control 63 percent of the global tablet market, according to research firm Display Search. Samsung sold 1.6 million tablets, giving it 7.5 percent of the market. The global tablet market is set to nearly double this year to 123.5 million units this year, according to IHS iSuppli.

Microsoft last week introduced its own line of tablet computers, making a major strategic shift for the software giant as it struggles to compete with Apple and re-invent its aging Windows franchise, [ID:nL1E8HIFRD] and Google plans to unveil a $199 tablet co-branded with Taiwan's Asustek Computer Inc at its developer conference this week, according to a media report. Samsung, which has various tablet line-ups with different sizes from 7 inches to 10.1 inches, introduced the Galaxy Tab 10.1 in June last year and unveiled an upgraded version, the Galaxy Tab 10.1 II, last month.

In Seoul, Samsung shares were up 2.6 percent in a flat market.

The case in U.S. District Court, Northern District of California, is Apple Inc v. Samsung Electronics Co Ltd et al, 11-1846.

Samsung was hit with bad news Tuesday when U.S. District Judge Lucy Koh issued an injunction against the company that prevented it from selling the Galaxy 10.1 tablet because it looked a little too much like the iPad.

Microsoft attack puts spotlight on Greek tensions

ATHENS (Reuters) - Gunmen driving a van packed with gas canisters firebombed the Athens headquarters of Microsoft on Wednesday, underscoring the threat of instability as Greece asks for more time and less hardship in cutting its crippling debt.

Fire gutted the ground floor of the blue four-storey HQ of the U.S. software giant, blackening its walls with flames, on the eve of yet another European summit seeking a solution to a regional debt crisis first unleashed by Greece.

At least two attackers were involved in the sophisticated assault at 4.45 a.m. (0145 GMT) in Maroussi, a northern suburb of the sprawling Greek capital, police said.

Brandishing pistols and an automatic rifle, they kept security guards at bay and set fire to the van carrying three gas canisters and five cans of gasoline. No one was hurt in the early morning assault.

There was no immediate claim of responsibility and police said it was too early to say who was to blame. Suspicion, however, fell on left-wing militants, who have a long and violent history in Greece. Anti-terrorist units were investigating the incident.

Since the end of a military dictatorship in 1974, Greece has been scarred by political violence and assassination, much of it carried out by the militant November 17 group, named after a student uprising which was bloodily suppressed by the army.

Authorities have dismantled the group, whose victims included the CIA station chief in Athens, but splinter organizations committed to the same radical left-wing or anarchist ideals remain active.

Social tensions are rising in Greece over the harsh terms of an international bailout saving the country from bankruptcy but only at the cost of deep economic suffering.

Branches of Macdonald's, Citi and Starbucks in Athens have been set on fire by protesters and militants in the past using petrol bombs or gas canisters.

The attacks usually take place at night and there have rarely been injuries, but three bank staff suffocated in May 2010 when protesters set their branch on fire during a protest march in central Athens.

The assault on Microsoft is a new headache for big multi-nationals in Athens already considering quitting the debt-ridden country because of unpaid bills, falling revenues and the prospect that Greece might be forced to leave the euro.

"They entered the office in a van ... in an effort to burn the whole place down," Ernst-Jan Stigter, general manager of Microsoft's Greek unit, told reporters on Wednesday. "We're grateful there were no injuries and all our crew is safe."

The fire department estimated the damage at about 60,000 euros ($75,000). Staff were told not to come to work.

Contacted by Reuters, Citibank, Coca-Cola and pharmaceuticals giant GlaxoSmithKline said they had no immediate plans to step up security, which has already been tightened after violent protests seen previously in Athens.

NO QUICK RESPITE

The Greek government is unlikely to win any immediate respite from the bailout conditions at a two-day summit of EU leaders starting on Thursday whose chances of making a decisive response to the debt crisis are rated as low.

The harsh conditions attached to a 130-billion-euro ($162.12 billion) lifeline from the European Union and International Monetary Fund, on top of 110 billion in 2010, have helped condemn Greece to five years of record-breaking recession that have enraged the population.

Greeks argue that the cuts in jobs, wages and pensions demanded by lenders have spared a corrupt, tax-evading elite and heaped an unfair burden on the poorest sections of society.

The streets of Athens are scarred by repeated bouts of violent protest. Banks, fast-food chains and government ministries have been targeted in arson or bomb attacks.

Responding to huge public pressure after a June 17 election, conservative Prime Minister Antonis Samaras has called for tax cuts, extra help for the poor and jobless, a freeze on public sector lay-offs and two more years to bring Greece's deficit under control.

He will miss the two-day EU summit after undergoing eye surgery on Saturday. Government spokesman Simos Kedikoglou said the prime minister would send a letter to EU leaders calling for "a different approach".

"It will assure them that we will honour our commitments and that we want to meet the fiscal consolidation targets, a balanced budget and other targets included in the accord with our European partners," Kedikoglou told 9.84 radio.

But, he added, "Our experience over the past two years shows that the recipe has brought a rapid rise in unemployment and a deepening recession. Accordingly, they have to let us try a different approach. We are seeking room for growth."

Fast losing patience with the slow pace of reform and a litany of broken promises, the country's euro zone partners, led by paymaster Germany, are reluctant to give more leeway.

The Greek wish-list goes far beyond the "adjustments" offered by euro zone partners to make up for weeks of paralysis during two elections since May and a deeper than expected recession.

All sides have played down prospects for any meaningful progress on Greece at the summit, and Athens says it will take its case to European capitals and Washington once Samaras has recovered from surgery to repair a damaged retina.

Greece's delegation to the summit will be led by 83-year-old President Karolos Papoulias. An aide, who declined to be named, said the president would fly economy class.

Is there life on Mars?

ScienceDaily (June 25, 2012) ? A new study reveals that parts of Mars may have been modified by liquid water in recent geologic times, which might indicate more favourable conditions for life on the planet. Carried out by researchers from the University of Gothenburg, Sweden, in conjunction with German planetary researchers at Wilhelm?s University in Muenster and the Germany Aerospace Center (DLR) in Berlin, the study have now been published in the journal ICARUS, the International Journal for Solar System Studies.

The surface of Mars displays a diverse landscape, and a new study shows that large areas of the northern hemisphere have undergone a number of freeze-thaw cycles.

?This process is common in our own Arctic permafrost environments and causes the formation of lobate features on slopes,? says Andreas Johnsson at the University of Gothenburg?s Department of Earth Sciences. ?As the Martian landscapes we?re studying feature ground-ice, our interpretation is that liquid water has been available in the ground during thaw periods.?

Gullies formed by water

When the ice melted, the near-surface sediment on the slopes became saturated with the melt water and then slowly began to move downwards on top of the still frozen permafrost table due to gravity.

?You can see these structures in close proximity to what are known as gullies,? says Andreas Johnsson.

The researchers have long suspected that the gullies, which are geologically young landforms, were formed by liquid water.

?Our question was: if liquid water can occur in local niches, predominantly in impact craters, where most of the gullies are to be found, then shouldn?t we see more signs of thawing and the effects of melt water, along the lines of those in our own Arctic environments??

In the study, which focuses on the northern hemisphere of Mars, the researchers could see lobate features in close proximity to the gullies. Morphologically similar landforms are also to be found in Arctic areas on Earth, and are known as solifluction lobes.

Comparisons with Earth

In the study, the researchers compared Martian landforms with known solifluction landforms in Svalbard.

?Unlike local ice-melting, as suggested by the ravines, the solifluction lobes indicate that there has probably been more widespread thawing of the Martian landscape,? says Andreas Johnsson. ?Consequently there must have been liquid water in large areas, which is interesting for our understanding of past climates.?

The results show either that the climate models for Mars must be fine-tuned to include the climatic conditions required by these features, or that there is another factor at play.

Since the Mars Phoenix Lander mission it has been confirmed that the ground contains salts that can affect the freezing point of water on Mars so that it can be liquid even at sub-zero temperatures and low atmospheric pressure.

?We don?t yet know which of these scenarios is more likely ? it could be a combination of the two.?

Searching for life on Mars

Transient liquid water is also of considerable interest when looking for favourable environments for life on Mars. Research has shown that organisms can survive for long periods without water in cold environments on Earth, but that there must be access to water at times.

?On Mars, these landforms may suggest that the ice melts during favourable ?warm? periods and the ground is temporarily saturated with water before freezing again when a new cold period comes along. This process is probably seasonal and linked to periods when Mars? polar axis was more tilted. Given the varying climate on Mars, it is possible that these conditions are recurring. It has to be emphasized, however, that process-landform interpretation can be problematic due to convergence, which means that different sets of processes may result in similar-looking landforms. Nevertheless, based on comparative morphology, morphometry relationships and the proximity to gullies make these landforms consistent with solifluction.?

Most of the recycling companies provide users with money for their phone. The companies look at the market value of the phone and determining on that pay for the phone. Usually they pay more than market value because of the incentive that you are recycling.

So you are helping the environment and getting money for it. Not a bad deal! Recycling is important, it needs to be done or severe consequences will occur. Let us help our world today. Recycle your phone, save the world, and get money at the same time!

Lego has allied itself with Google's Chrome browser, creating a web app that lets users craft their own houses, creatures and models, and then delicately place them across the whole of Australia and New Zealand. Celebrating 50 years of pre-teen Lego architecture in the Land Down Under, you can grab a plot of land from the source, start throwing some bricks together now and share your creations on the very public map and Google+. According to the Australia's Daily Telegraph, Lego Build hopes to roll out globally through Chrome later this year, but one continent should keep us busy until Google's I/O conference kicks off later this week.
