Truck maker Volvo's Q4 profit rockets (AP)

STOCKHOLM ? Swedish truck maker AB Volvo recorded a 46 percent rise in fourth-quarter profits after a surge in sales it described as the best it has seen in more than two decades.

Shares in the company rose 2.2 percent to 92.70 kronor on the Stockholm stock exchange, bucking the wider market.

For the full year, it posted a profit of 17.8 billion kronor, up from 10.9 billion kronor in 2010.

Revenues, which were mainly driven by strong sales in its key truck unit, rose in all regions and rocketed to 86.5 billion kronor in the quarter, an 18 percent rise from the previous year.

CEO Olof Persson described it as the best posted since the company sold its car division in 1999. "If we review the full-year 2011, Volvo Group generated the highest net sales, the best operating income and the highest operating margin to date," he said.

Profitability also increased in the quarter, as Volvo's operating margin widened to 7.9 percent from 7.5 percent.

Persson added that Volvo's truck brands increased their market share on the European market to a combined 26 percent.

Since it parted from the car division, Volvo has grown into one of the world's biggest truck makers, with brands including Volvo, Mack, Renault and UD trucks. It also makes buses, engines and construction equipment. Volvo sold its car division in 1999 to Ford Motor Co., which recently offloaded it to China's Geely.

In its outlook for the coming year, it retained its forecasts for demand of heavy-duty trucks in Europe, North America and Brazil.

Amelia: The Problem with Understanding Hate

I always listen to the news on my way home from work. It's alone time (precious to any parent), and I like to at least pretend to keep up with national and world events. Lately, the news has been full of stories about GOP political primaries. It never seems to take long before an elected official is quoted saying something horribly anti-gay, which pisses me off. One time that this happened, instead of sitting in the car and fuming in silence, I called my brother Harold.

Harold is a great person to call when I feel like screaming about someone I have never and will never meet. He runs a residential facility for people with severe mental illnesses like schizophrenia and always has some unique way of looking at all the things that infuriate me. He listened to me rage about the ignorant, close-minded, and just plain dangerous nature of hate speech. "I just don't understand how people can do this," I yelled at him. After I had ranted myself out, Harold was quiet for a moment then he said, "Whenever one of my residents is doing something that looks crazy, I always tell my staff to get in their shoes and try to figure out why. But with those people... I don't want to be in their shoes. I have no interest in knowing what can make someone hate that much."

From time to time I get a message that goes a little like this (and yes, I am broadly paraphrasing): It is unfair of you to say that people who do not support gay rights and gay marriage hate all gay people. I don't hate gay people. They are sinners and perverts, and none of my children will be gay because I raise them right... but I don't hate gays.

And when I get one of these messages, my initial gut response is always the same: who do they think they are kidding? Unfortunately, these kind of hypocritical statements are common, and some prime examples come directly from elected officials making news lately.

Representative Michele Bachmann stated, "If you're involved in the gay and lesbian lifestyle, it's bondage. It is personal bondage, personal despair and personal enslavement." But in another interview earlier that year she stated, "This is not about hating homosexuals. I don't. I love homosexuals."

Former Senator Rick Santorum said, "Whether it's polygamy, whether it's adultery, where it's sodomy, all of those things, are antithetical to a healthy, stable, traditional family." And in the same interview he said, "I have nothing, absolutely nothing against anyone who's homosexual. If that's their orientation, then I accept that."

It is as if some people think that just because they are not personally going out every day and waving signs with the Westboro Baptist Church, or shouting vicious slurs at a two gay men and their children in the grocery store, then they are not hating anyone.

But they are.

Denying basic civil rights is hate. Characterizing an entire group of people as sick is hate. Damning that same group to hell is hate, as well, no matter how it might be dressed it up. When people express these beliefs or vote for those who expound on these views on television, radio, etc. over and over again, they are doing nothing more than encouraging those who waves signs, throw slurs, and worse.

And on top of that, they are killing children.

The knife, gun, pills, or noose may not be in their actual hands, but they are directly responsible for the deaths of every gay child who thought there was no way out. These kids don't want to be gay. The children who write to me often talk about how much they wish they could change, for themselves, for their parents, or just to make life easier. But they know better. They know despite what right-wing politicians assert, being gay is not a choice they made. Is it any wonder, then, that when faced with a life destined to be filled with nothing but sickness, anguish, and depravity, with no chance of happiness or real family, they choose to take their own lives? Those who think their own hate speech and the deaths of countless children are not connected are only kidding themselves.

Anti-gay hate can be fought through the message of real love, affirmation, and truth. These children need to be shown examples in their own lives and in the media of who they can become. They need to be taught that the very makeup of their nature is not wrong. And they need a government that does not discriminate against them at every turn. Anti-gay hate can only be fought when those who truly love these children and believe in equal rights speak up, speak loud, and then follow those words with action. Children need to see as many adults as possible defending their rights to live, thrive, and be happy.

We all need to work so that this message is not only loud enough to hear and bold enough to see but overwhelming enough to overshadow the message of hate, to give these children and ourselves a chance at a better future. And we need to hold those people who spread hate accountable for the consequences of their words and actions, as well as those who choose to stay silent and indifferent.

So, I think I'll take my brother's advice: I don't want to walk in the shoes of hate; I don't want to understand it. But I do want to fight it, by calling it what it is and never dressing it up as anything else.

Eight in 10 Afghans think police weak, U.N. report shows (Reuters)

KABUL (Reuters) ? Eight in 10 Afghans do not believe their police force is ready to take charge of law and order, a United Nations report showed Tuesday, underscoring worries about the pace of transition to Afghan security control.

While many Afghans say they think crime has decreased, citizens are still worried about the reach of the Taliban insurgency, and many are alienated from the police, seeing them as drug-affected, corrupt or biased, the United Nations Development Program (UNDP) survey showed.

Foreign police advisers and soldiers, as well as conducting anti-insurgent operations, are training Afghan recruits and are already handing over security responsibility for some areas ahead of a 2014 deadline for the withdrawal of foreign forces.

"Looking to the future, two in 10 Afghans think the ANP is ready now to take over all policing responsibilities from international forces," the UNDP said in the 'Police Perception Survey 2011."

"Considerable work remains," the report concluded, pointing to the huge task still facing western advisers over the next three years as they try to build the skills and professionalism of the relatively newly formed Afghan National Police, or ANP.

"Despite some signs of improvement, corruption remains a significant concern; so do a range of other forms of police misconduct, including excessive physical force, drug-taking, perceived bias and disrespectful treatment."

More than a quarter of the 7,000-plus people surveyed said they or a household member had seen an ANP member using drugs -- an increase on 2010 -- while 18 percent said they or a household member had been asked for a bribe by a police officer.

Over half of those surveyed said they believed police were loyal to their clan -- in a country long splintered by tribal and ethnic rivalries -- and the majority thought filing a complaint against an officer would not help.

"Each of these raises the specter of alienation from the force," the UNDP said.

The UNDP report pointed to some encouraging improvements, include Afghan perceptions of how much crime was committed in their neighborhoods.

"Nearly half of Afghans say crime in their area has declined in the past year, up by 6 points from last year, and 52 percent say they live in a 'low crime' area," it said.

Still, ratings of security from violence generally, and from the Taliban in particular, had slipped in the past year, in what the UNDP admitted was a "troubling sign" for international forces working to counter the insurgency.

Additionally, seven in 10 Afghans said they were likelier to report a crime to a policewoman than they would to a male officer, even though only 53 percent thought it was a good idea to have female officers in their community.

Despite the presence of more than 100,000 foreign troops, violence across Afghanistan remains at its worst levels since the Taliban were toppled by U.S.-backed Afghan forces in late 2001, according to the United Nations.

The NATO-led International Security Assistance Force (ISAF) says levels of violence are falling, but its statistics do not include attacks on civilians.

EU leaders struggle to reconcile austerity, growth (Reuters)

BRUSSELS (Reuters) ? European leaders struggled to reconcile austerity with growth on Monday at a summit due to approve a permanent rescue fund for the euro zone and put finishing touches to a German-driven pact for stricter budget discipline.

Officially, the half-day summit was meant to focus mainly on ways to rekindle growth and create jobs at a time when governments across Europe are having to cut public spending and raise taxes to tackle mountains of debt.

But disputes over the limits of austerity, and about Greece's unresolved debt restructuring negotiations with private bondholders, may sour efforts to send a more optimistic message that Europe is getting on top of its debt crisis.

The risk premium on southern European government bonds rose and stocks were lower on concerns about a lack of tangible progress in the Greek debt talks and gloom about Europe's economic outlook.

Highlighting those fears, Spain's economy contracted in the last quarter of 2011 for the first time in two years and looks set to slip into a long recession.

Conservative Prime Minister Mariano Rajoy, attending his first EU summit, said Madrid was clearly not going to meet its target of 2.3 percent growth this year. That has raised big doubts about whether it can cut its budget deficit from around 8 percent of economic output in 2011 to 4.4 percent by the end of this year as promised.

Italy, rushing through economic reforms under new technocrat Prime Minister Mario Monti, was rewarded with a significant fall in its borrowing costs at an auction of 10- and 5-year bonds, despite double-notch downgrades of its credit rating by Standard & Poor's and Fitch this month.

But Portugal's slide towards becoming the next Greece - needing a second bailout to avoid chaotic bankruptcy - gathered pace as banks raised the cost of insuring government bonds against default and insisted the money be paid up front instead of over several years.

The yield spread on 10-year Portuguese bonds over safe haven German Bunds topped 15 percentage points for the first time in the euro era. It cost a record 3.9 million euros ($5.12 million) to insure 10 million euros of Portuguese debt.

OUTLAWING KEYNES?

With Britain standing aloof, most of the other 26 EU leaders were set to approve a fiscal pact to write balanced budget rules into their national law, despite economists' doubts about the wisdom of effectively outlawing deficit spending.

"To write into law a Germanic view of how one should run an economy and that essentially makes Keynesianism illegal is not something we would do," a British official said.

The 17th summit in two years as the EU battles to resolve its sovereign debt problems was called to shift the narrative away from politically unpopular austerity and towards growth.

Despite the rhetoric on growth, debate over strengthening the euro zone's financial defenses and lowering Greece's debt burden are likely to dominate the talks.

Negotiations between the Greek government and private bondholders over the restructuring of 200 billion euros of Greek debt made progress over the weekend, but are not expected to conclude before the summit begins at 1400 GMT.

Until there is a deal between Greece and its private bondholders, EU leaders cannot move forward with a second, 130 billion euro rescue program for Athens, which they originally agreed to at a summit last October.

Germany has caused outrage in Greece by proposing that a European commissar take control of Greek public finances to ensure it meets fiscal targets. Greek Finance Minister Evangelos Venizelos said that to make his country choose between national dignity and financial assistance ignored the lessons of history.

The German idea won cautious backing from the Dutch and Swedish prime ministers.

"We need to have things in place for monitoring that they are really doing what they are promising," Swedish Prime Minister Frederik Reinfeldt told reporters on arrival.

German Chancellor Angela Merkel played down the idea of placing Greece under stewardship, saying: "We are having a debate that we shouldn't be having. This is about how Europe can be supportive so Greece can comply, so there are targets."

PERMANENT RESCUE FUND

The leaders were to sign a treaty creating the European Stability Mechanism (ESM), a 500-billion-euro permanent bailout fund that is due to become operational in July, a year earlier than first planned.

But there was a last-minute hitch over the terms of a 'fiscal compact treaty' tightening budget rules when four central European states demanded that countries planning to join the euro be allowed to attend all euro zone summits.

The prime ministers of Poland, the Czech Republic, Hungary and Slovakia agreed to seek an amendment to the text as a condition for joining the pact, a Hungarian spokesman said.

The ESM was meant to replace the European Financial Stability Facility, a temporary fund that has been used to bail out Ireland and Portugal.

But pressure is mounting - including from Italy's Monti, IMF chief Christine Lagarde and U.S. Treasury Secretary Timothy Geithner - to combine the resources of the two funds to create a

super-firewall of 750 billion euros ($1 trillion).

The International Monetary Fund says if Europe puts up more of its own money, that will convince others to contribute more resources to the IMF, boosting its crisis-fighting abilities and improving market sentiment.

But Germany has so far resisted such a step.

Merkel has said she will not discuss the issue of the ESM/EFSF's ceiling until the next EU summit in March. Meanwhile, financial markets will continue to worry that there may not be sufficient rescue funds available to help the likes of Italy and Spain if they run into renewed debt funding problems.

"There are certainly signals that Germany is willing to consider it and it is rather geared towards March from the German side," a senior euro zone official said.

The sticking point is German public opinion which is tired of bailing out the euro zone's financially less prudent.

The summit was expected to announce that up to 20 billion euros of unspent funds from the EU's 2007-2013 budget will be recycled towards job creation, especially among the young, and will commit to freeing up bank lending to small- and medium-sized companies.

But with no new public money available for a stimulus, leaders focused mainly on promoting structural reforms such as loosening labor market regulation, cutting red tape for business and promoting innovation.

However, they were unlikely to resolve a decade-old battle over creating a single European patent which would reduce the high cost of registering inventions and protecting intellectual property. Firms currently have to register patents in each of the 27 member states. The streamlining has long been stymied by disputes over language and the location of an EU patent court.
